Using data from Kazakhstan State Statistics Service and statistical applying is based on Atkinson inter - regional inequality index. It is shown that the inter - regional production inequality has disequilibrium from 2003 to 2010. The indices have found that there are unequal distribution of production and serious loss of social welfare for the regional people from production. Levels of social welfare rate from production were 72.5 % in 2003 and 63.1 % in 2010. The loss of social welfare were the fall less 30s % after 2003. Growing demand for energy resources and scarcity of them gave rise to using of energy as a foreign policy tool. Thus energy security became one of the broader range of nontraditional security issues that emerged in the past years, it has been integrated into the debates of the international relations theories. On the other hand, after the Russian-Ukrainian gas crisis concerns on energy issues increased in the European Union and the Union?s energy security was required a review. The last developments show that in 21st century an energy security is not only a topic of the European Union?s economic agenda anymore. A serious political effort is needed in order to deal with the growing energy demand of the Union. The theoretical approach to the subject has remained a neglected part of the relevant studies. Turanism was born in the 19th century, in response to the growing influence of Pan-Germanism and Pan-Slavism, seen by Hungarians as very dangerous to the state and nation of Hungary, because the country had large ethnic German and Slavic populations. Political Turanism accentuated the importance of common ancestry and cultural affinity of the Hungarians with the peoples of the Caucasus, Inner and Central Asia, like the Turks, Mongols, Japans etc., and called for closer collaboration and political alliance with them, as a means of securing and furthering shared interests, and to counter the imminent threats posed by the policies of Western powers like Germany, the British Empire, France and Russia. Pan-Turkism is used to describe the idea of political, cultural and ethnic unity of all Turkic-speaking people. Turanism is a closely related movement but a more general term than Turkism, since Turkism applies only to the Turkic peoples.
