Those tv series have an ability to make historical events popular. Tv series whose themes are derived from history are blamed not to reflect the history accurately but it is ignored that these tv series are not prepared by obtaining from historical events but are inspired by fictions. In Turkey, first episode was featured on 10 December 2014 ,"Dirilis Ertugrul" tv series that is inspired by histocial events is featured on channel TRT 1. This study is prepared on basis of the first season of the tv series "Dirilis Ertugrul". The subject of the study is the exmination of Turkish customs centered the tv series "Dirilis Ertugrul". This study is based on how and which purposes are aimed by giving places to the characteristics which are at the center of the Turkish customs such as being a khan, obtaining authorization from God, making judgement by consulting in headquarters, being a nation without manwoman discrimination, protecting guests by considering them God entrusted, never breaking their words no matter whatever it costs. Therefore, behaving according to the values of professional ethics is one way of assuring the implementation of police job in terms of the ideal standards. One of the ways to make the police comply with the professional values is having them educated on ethics. The very first phase on this objective is the training institutions. In recent years, more emphasis has been given to ethics training at schools in Turkey, and hence, all the police cadets are given the ethics training. However, the assessment of students’ perceptions on the ethics training has not been studied so far. In that regard, this empirical study examines from different dimensions the perceptions of the students at a police vocational school (PVS), which is a vital institution for human sources for the Turkish National Police. Furthermore, by using an experimental research design, it explores how the education and socialization processes affect the perceptions of police’ professional ethics. The data were collected through surveys done in three stages of pretest, posttest, and control groups, during a twoyear-period, at a PVS. The collected data were analyzed using descriptive statistics, Pearson Product Moment Correlation and MANOVA tests in the SPSS 17.0. The findings showed that the education and socialization processes during the two years, have not changed the perceptions of the students about the seriousness of unethical behaviors. Similarly, it is found that the education and socialization processes during the two years have not influenced the police cadets’ perceptions on how frequently unethical behaviors occur in the organization, either. However, after the two-year-process, the students started to perceive the unethical behaviors less serious, except for the behaviors of violations of individual rights. This study examined the major works of Tefko Saracevic through citation analysis by employing Google Scholar, Web of Science, and Scopus. According to the the results of the analysis, the h-index score of Saracevic is found 23 by both Web of Science, Google Scholar, and Scopus. The results indicate higher citation counts for Google Scholar compared to Web of Science and Scopus. Google Scholar revealed a total number of 11408 citations counts proving Saracevic as one of the most influential authors in the discipline of information science. The study has mainly risen from the question of what extent these principles mentioned above has come into being in these two Constitutions .Nevertheless, in the context of foundational regulations regarding to state of law , the starting point is that a thesis of a progression has been happening since the Ottoman Period. In line with mentioned aim, as starting from the movements of constitutionalism that accelerated on the last periods of Ottoman Empire ,at the period until the Constitution of 1961, constitutional developments that happened under the common share of the concepts of state of law and judicial independence in Turkey have been approached chronologically and been subjected to comparative analyses.Primary consequences as a result of descriptive method are ; a process regarding state of law and judicial independence within the context of Turkish modernisation has been happening since the 19th century, yet this process is viewed as an element that is unable to be internalised of an elite politic culture of both Ottoman’s and first establishing years of Turkish Republic’s and as a result of this it can be said that the principle of state of law remained as a theory during the periods of Constitutions of 1921 and 1924. On the one hand that does not mean that everything has been articulated about Qur’an and its content. On the other way around, such a view does not apply for a divine book like Qur’an, meaning of which is eternal and infinite, but is also invalid for modern sciences which are based on formulas that suggest us that they are certain truths. As the mankind and our world get older, sciences improve and their scope of work has to be re-defined over and over. Similarly, an always dynamic book like Qur’an which contains points and cues concerning every kind of social and scientific issues, and which can manifest and talk to the people regarding the science and understanding of the era has to be re-read and re-interpret and re-comment as the time and ages goes by. Some points; interpretations and explanations will go on to be the same and will show little differentiations since man and his entity who are the main subjects of it has been and go on to be the same. It exhibits little differentiations, also sometimes never changes depending on the time. But since the sciences which explore and observe the man and his environment, the cosmos, advances, they become renewed. On the basis of those advancements the Qur’an should be re-read and explained according to the conditions of the time, afterwards its explanations and declarations about sciences and cosmos have to be rediscovered. This is a natural fact that the progress brings forward.
